Account verification

I can’t seem to verify my account. One of the help articles links me back to my profile (which is already complete except for a photo), and one of the help articles says I need to confirm a card or bank to verify my account. On the app, there is no option to confirm either my bank or my card. On the browser there is an option to confirm my card (I would get a small charge and need to enter a code from the transaction) but I keep getting an error saying the authorization was declined even though I got an authorization charge. I have already contacted my bank and they said there is no issue with my card. I can’t seem to find any similar issue on here and I can’t find any e-mail address for paypal support.
