Hi I made my account in 2014. My ex hacked my account in 2016. I gained access to it this year but I cannot change my name so that I can receive money from a friend. I can’t get ahold of PayPal to prove my identity.
You can't change the name on a personal paypal account to another person, you can only alter 2 minor characters in a name or change it for legal or business reasons.
Your best bet is to remove any financial information linked to it / cancel any subscriptions etc and close it, and then open a new one in your own name.
