Account Update?

I got an email saying that I need to update my account and pay the sum fee for the update before I can be created. Is this a normal occurrence?

Nope sounds like a common scam, you never have to pay money to do anything regarding account issues.

The only time payment is made is when you link a card but that is refunded as soon as you confirm it.

Think you are getting scam, fake paypal emails.
