Account Troubles

I was setting up a PayPal account for my daughters business and I didn't realize you had to be 18 or older for PayPal so when doing the confirmation they are saying they cannot help her because she is underage (17). But I tried changing this account to my account so switching the name on the account and it hasn't changed. I've sent in documents and also emails but I just can't seem to get any help from anyone. Money is already on hold from the account so I really need it.

I can't get access of none of my funds because the ask me to verify identity and I send a expired I'd that I had they denied me access to my account and removed me from Paypal and I have 400 dollars that I DNT no where it is. There scamming people of there money
