Account Payment is triggering fraud alert

Hi, I hope someone can help. I have a direct debit for a set amount. Every month when the payment is received by PayPal (or its processed), I receive a text message asking if I am trying to pay that amount and to decline the transaction. When I decline, I have to reset my password etc. Obviously account security is key but it is really odd it keeps happening
