Account Identity - cant get a person, just getting standard messages posted

Help, been dealing with this problem for well over a month.  Account identification. I send Paypal our TIN, Bank statement and a cancelled check and they come back and say they are unacceptable upload something else, its a standard cut and paste message.  I have repeatedly asked them what exactly the problem is and they don't tell me and i cant tell what the problem is. I don't have any other documents to send. I have asked for away to talk to a human so i can get an explanation, nothing. Just this circular, post your docs, i do, they reject them.  They are now holding a substantial amount of our funds.  Any suggestions before I lawyer up, is there a way to get to someone who can actually explain what the problem is.  Only recourse i can think of no is to get a lawyer.  extremely ticked off.
