Account Holder Name Change

Our Treasurer has changed for our business, and we are attempting to go through the process of changing the name on our PayPal account. When we attempt to upload the documents for ID, SSN, and Business Letterhead, the system throws an error, and the document never get uploaded. We have tried to upload these documents using Chrome, Firefox, Safari, and Edge on both Windows and Mac platforms. We get the same error every time. How do we submit a bug report about the online form being broken? I do not want to send that type of information in a letter to your PO Box in Nebraska.
