Account Closure Nuances


I have two Paypal accounts. One I use as my primary. I have been trying to close the account in question (linked to this community account) for about 6 months. One problem is this account continues to receive payments from eBay sales even though I have unlinked it in my eBay seller account. In addition, for this account, under "Payments" > "Manage Automatic Payments" I have nothing listed yet still continue to receive automatic payments from eBay. This situation has made it difficult to close this account as it appears to be some sort of a glitch or system error on the backend of some kind that I don't have the ability to modify. Is there a supervisor or manager that can resolve this or send this to the right people who can?
