I had a PayPal account with my email address but closed it , if I have added the email from closed account onto this account and set it as primary can I receive payments thatwere sent to said address

If the other account was closed then the payments on the buyers paypal account should show as pending.

So yes open another account with the same email address and hopefully the funds should show.
