In the meantime, you can also activate 2FA in Switzerland.

I'm in Australia. I clicked on the cog wheel at the top of the page and then clicked on Security Tab. I scrolled to:

2 step verification. Add an extra layer of security to your account by using a one off security code in addition to your password every time you log in.

I clicked on Update written in Blue and turned it on there.

New account user here

I'm getting the runaround from Paypal on this subject. When I go to Settings/Security/2 Stage Verification I am offered  "Set up"....Not "Update or Edit" as Paypal keep telling me I should see. I then progress through the screens and select my Primary Number (my only number in fact) and try to continue only to get the error message that my number has already been set up. I've cleared Cache/Cookies/Browsing History, tried a different browser even tried an iPad all to no avail. My number is not linked to any other account as suggested by Paypal.

Anyone else having or had this problem?
