Each time a PayPal purchase (not login) made, a verifcation SMS number is required to be entered. Is there a way to opt out of this?

Opting out is simple, move to the USA, Canada, or Australia.. Basically anyplace that is not, & never has been an EU member.

Nope, nothing to do with the EU, its a pretty much global requirement now.
Advice is voluntary.

It's actually rather unfortunate you can't specify an alternate means for verification, e.g. an email loop.
The reason in my case is there's a very real risk I lose my PAYG phone number (again) through inactivity.
It's happened several times in the past.
That leaves me with a new SIM, new number, & no way to login in such a situation.
