drag and drop - how do I upload documents

PayPal is demanding that I confirm who I am by uploading the name and address portion of my phone bill.  The confirmation process asks me to drag and drop my phone bill then click on submit.  I'm using a laptop and don't have a clue on how to do this.

There should be a non click drag and drop method. If not, just size your window smaller to be able to click on the files on your desktop and click drag and drop on to the PayPal window.

Thanks for responding.  Will scanning the phone bill to create the document work ?
