No submit button on the screen of uploading ID

Hello,

I want to change my first name on the paypal account. I do what the paypal help center says:

To update your name/ Change your legal name:

1. Choose the type of name change and click Continue.
2. Follow the onscreen steps. 
3. Click Upload Files and browse for the file(s) you want to upload (or drag to the upload panel).
4. Click Attach File, if prompted, and allow the files time to upload.
5. Click Send Files.

But on the screen of the uploading files there's no "Send files" button. Another question: I live in Israel so my ID is in hebrew, is it ok?
