How do I verify my paypal account?

Hello, I received a "PayPal reports this account as Not Verified." when I am trying to link my paypal account to a site. I have already followed the steps provided but it isn't working. I've already filled in all the information needed and have linked a bank account and it is still not verified. 

....the steps are confusing since none of them appeared in the current layout of paypal. it didn't help at all
