How do I email PayPal to downgrade my account from business to personal?

I want to downgrade my account and was told to email PayPal using the instructions below:
 
1. Go to www.paypal.com/uk and log in to your account.
2. Click Help near the bottom of any page.
3. Select Email us.
4. Choose ‘Managing My Account’ in the Topic box, then select ‘Change account type’ in the Subtopic box and lastly select 'Downgrade my account' from the drop-down box.
5. In the Message field please write that you would like to downgrade your account and the reason why. Then, click Submit.
6. We'll review your request and email you back within 24-72 hours.
 
However there is no help at the bottom of the page only at the top. When I click help at the top there is no Email us option.

Paypal phones are mostly non operational since covid but sometimes you get lucky.
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message via the message centre in your paypal account and follow any option similar to what you want.
Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
