Can I close and open a new PayPal account with the same bank card?

Theoretically yes, but allow at least 72 hours between removing and trying to add + clear your cookies/cache and if issues try another browser or device.

Okay, but I have another question because I'm scared to go ahead and close the existing account then open a new one. So I made a mistake when I was opening the PayPal account because I used the bank card from my country, but used the home address and phone number from the country which I'm at now. So now I'm not able to transfer money from PayPal to my bank card, because the home address and the phone number are from this country whilst the card is from my country. Won't I encounter more problems if I close this account and open a new one?
