I am having a trouble with Paypal putting my billing address because I live here in Japan but my billing address is in the states. The setting are fixed for Japanese.

As PayPal is a country specific system it is not possible to add an address in another country. You may be able to ship to other places by adding an address to the seller's website but you could not add this to PayPal. If you are adding a card or bank in your account it should be one issued in the country in which your are living.
