Account limitation won’t lift

I have a limited account because I tried buying too many things at first. They asked for ID, proof of address, invoices etc I have provided everything I could. I had to just show receipts for some items as invoices because I am not a business I’m just selling my old stuff on ebay. My account limit still isn’t lifted and it has been months, I have nearly £300 available but cannot spend it because of the limit. I have no open cases or anything, I don’t know what to do, it just says “in progress” for the things ive sent but seems no one has bothered reviewing them

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.

When you get through don't select any options just hang on till you get transfered to an agent OR just say the word 'Agent'".

In the UK its free from any landline phone.
