what is the $30 monthy payment to PayPal? Is this every month PLUS the ding on each transaction?

Have you applied for Website Payments Pro and/or Virtual Terminal services. The $30 monthly payment most likely is for Website Payments Pro and/or Virtual. Your PayPal account would be billed between the 1st and the 3rd of every month and each transaction that comes through your PayPal account will be charged a fee, you can review here.
