Tax is not getting calculated, but my settings are correct

I have paypal set to calclucate tax for ONLY California, but its not getting calculated on checkout.

What am i doing wrong, and what can i do to fix this issue?

This is THE LAST bug i need to work out to launch my site.  

I'm also using Google checkout and the taxes work fine there with the same settings.

Thank you for any help in advance.  I'm really anxious to get this site launched.

Welcome to the Forums.

Are you using a third party shopping cart and if so have you set any tax or shipping in the shopping cart settings? If you have it set up in both places it can cause the tax to not show up at all.
