Setup account to send and receive payments without any manual interaction?

Is it possible to setup an account that will send and recieve payments? I'm creating a website as a medium for paying others for services.

This is an example of the process:

I want an account to ensure that the client actually pays the designer and not just connect them directly. I can't seem to find any sort of service from Paypal to do this.
