To upgrade your Premier account to a Pro account your will first need to upgrade to a business account and apply for Website Payments Pro.
Here’s how to upgrade from a Premier account to a Business account: log in to your PayPal account, click "Profile" near the top of the page, click "My Personal Info" and then click "Business Information," click "Update" near "Business Information," click "Upgrade," select a business type and click "Continue," and enter your business information and then click "Continue."
Website Payments Pro is available for members with a PayPal Business account. To upgrade your account, click "Upgrade Account" on the Account Overview page and follow the online instructions.
Here's how to sign up for a Business account: go to the PayPal website, click "Sign Up" at the top of the page and follow the instructions to create your PayPal account.
