PayPal multiplying discount % by number of items

We have very frustrating, unresolved issue -- If a customer orders more than one of the same item and uses a % off coupon, PayPal will multiply the discount percentage by the quantity ordered.

 

For example, a customer uses a 10% off coupon and orders 3 widgets. Our website shopping cart and invoice will show 10% off and the correct order total. However, when the customer is taken to PayPal to complete the transaction, a 30% discount is applied!

 

We're running on a Magento platform, and this issue only arises with PayPal payments. Does anyone know what would cause this, and how to resolve it?
