No Paypal in Pakistan? Why?

It is odd that Ebay is available to people living in Pakistan but Paypal isn't. Many sellers only accept payment throught Paypal. How does one pay then if they are in Pakistan? All the other countries seem to be listed. This is discrimmination. There are many educated, computer savy people living in Pakistan who wish to shop on Ebay and make payments through Paypal. Other parties in the USA and elsewhere don't understand that Paypal is not available to Pakistanis and this causes a lot of hardships. Please make Paypal available to Pakistanis. Pakistan is a US ally. What is the problem?
