How do I avoid shipping for EVERY item that a customer adds to a shopping cart?

I want to charge a flat rate of $6.95 for my sales, but right now my buttons add $6.95 each time the user adds something else to their chart. So, for instance, they add one item then shipping is $6.95, but if they add six items, then the shipping is SIX times $6.95, which is definitely NOT what I want.
Please help me with this. I have looked at and tweaked my shipping settings but there is (surprisingly) not simple method for charging ONE FLAT RATE for shipping, no matter the amount.
