CUSTOMERS GET ERROR MESSAGE

We have had a number of customers get an error message and are unable to order after attempting to check out using a credit/debit card.  We are using a PayPal recommended shopping cart (E-Junkie) and Web Payments Standard.  Does anyone know of settings that need to be changed or what the deal is??
