Blocking International Orders but Accepting International Invoice Payments

Hello - I am quite new to PayPal and just started up a store. There is a large variety of shipping costs depending on the country being sent to, so I do not want my shopping cart to accept international payments automatically.
Rather, I would like to have the person contact me and I will send them an invoice with a personalized shipping cost.
If I 'Block Payments from Non-US Accounts' won't I be unable to accept an international invoice? Correct? Is there anyway around this? Thanks!

That is a great point. Yes - it is the case that invoice transactions will also block non-US payments.
I can't think of any way around this other than having two PayPal accounts - one for checkout payments and one for invoicing. I will definitely make note of this issue as it certainly makes sense to resolve it.
