API set up issues: Your Last Actions Could Not Be Completed

I've been trying to get the API set up for my website. I'm following step-by-step instructions, but when it gets to the "Request API Signature" and clicking "Agree and Submit" it takes me to a "Sorry, Your last action could not be completed" error page. I've tried Mozilla and IE, I've cleared caches and cookies and updated Mozilla. Any other tips or ideas? I'm getting frustrated!

I'm having the same issue. Is this a PayPal issue or just something I am doing wrong?
