A company in the U.K. wants to purchase product from my company located in the U.S. Do I charge them an extra 3.9 % or 4.4% for this product plus the $0.30 transation fee plus insist they fund in U.S. dollars.

That's a decision you would have to make as a business owner negotiating with your customer, and you'll also want to make sure you've researched the laws around adding such fees to transactions in your state.
