buying when paypal case opened

can you still buy items using paypal even if theres a case opened against you?
(a current buyer is claiming he cant send me funds for items hes bid on via Ebay due to a case against him his paypal is locked apparently etc)
I've mentioned he can still use a direct c/c payment through paypal but he seems to have not tried doing so, just seems to be giving excuses. I'm having to be firm with buyers due to a very high amount of timewasters none buyers/payers or no shows for cash payments etc so I've put in place rules/policies I'm sticking by "& yes ebay cases haven't done a thing"
so in short can you still buy when someone else has an open dispute against you??

That would depend.
If he is relying on funds 'held / frozen' in his Paypal balance to pay you then no.
If he wants to pay using a linked card then yes.
If his Paypal account itself has been limited then no.
Advice is voluntary.
