You do not have permissions to make this API call Paypal Pro Recurring payment

I am getting the following issue on API permission when I am trying to create call Paypal Pro Recurring payment Profile.

 

[ShortMessage] => Authentication/Authorization Failed
                    [LongMessage] => You do not have permissions to make this API call
                    [ErrorCode] => 10002
                    [SeverityCode] => Error 

 

How to solve it.
