Working Capital link has disappeared / Desktop User

Two days ago (11/06/2019) I logged on and could not find the link to the Working Capital page.  It was under the MONEY tab.....and that tab no longer drops down to show options.  Previously, Paypal had the Working Capital link on the main summary page, but had moved it to the Money tab.  As of now, on desktop PC, it's completely gone.  Money tab does not drop down.  Cause?  PC rebooted, tried different Internet explorer, etc.  Same results.  However, on the Paypal Business phone app, it works fine.

How can we get this work on the PC level again?
