Woocommerce Paypal Checkout Setup

Hello,

 

I'm trying to connect my business PayPal account with my new Woocommerce store and I keep getting the following message:

 

"We aren't able to approve your application at the moment"

 

I don't understand what's going wrong and there is no documentation to help me understand what this error means. Over the last two days, I've been getting the same message every time I try to connect. To help explain what I'm talking about I've included a couple of screens shots.

What plugin are you using? woocommerce already comes with paypal standard option, enable that, add business email, paypal data transfer token, api id  password & signature and you are good to go. Tell me if you need more help.
