Why must I pay for a new Paypal Here Reader?

Good morning! I have been a Paypal member for a long time. 19 years with Ebay and started with Paypal shortly there after. When the older card reader came out I received one, but never used it as I was working with other estate sale companies that had their own devices. I am now on my own and feel that I should be given another reader that works with bluetooth and reads chips without paying the $24.95. Seems that since I already have Paypal Here downloaded, I don't qualify for a free advanced reader as those that are new to Paypal do. Just wondering. Thank you for your time and considerations. Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
