Why am i getting charged more than 5% per transaction every time?

I just noticed that for Indian merchants Paypal transaction fee is 2.5% where I am getting charged about 5.28% from very long time and if that doesn't sound much I am getting charged another 3% conversion fee. So in total, I am paying about 8.28% to Paypal per transaction.
So my confusion is when the Paypal transaction fee for Indian merchants is 2.5% then why am I getting charged more than double of that fee for every transaction.

Because there is domestic (local) rate of 2.5% and intl rate (4.4% to 3.4% depending on volume), plus conversion fee of 4%:
