Which fees are not returned when you refund

If I sold an Item for £1030.18 I would get £1000.00 in my bank and £30.18 Paypal Fee.(2.9% + 0.30p)
Reading below, if I issued a refund, the customer would get £1030.18 and I would be charged £30.18,? (2.9% + 0.30p) fee
or does it mean the £30.18 will be refunded by paypal to the customer and I would be debited £1000.00?
Will I get my transaction fee back?
If you refund a payment for goods or services, there are no fees to issue the refund, but the fees you originally paid as the seller are not returned to you. The amount of the refunded payment will be deducted from your PayPal account.
