What is the actual fee breakdown for Mass Payouts using the PayPal API?

Quick question:
In the following statement on the PayPal website, "For domestic payments made through our website, the fee is only 2% per payment, capped at $1 USD per payment. For payouts made through our API, it’s just $0.25 USD per U.S. transaction", does it mean that the total cost of the individual Payout, no matter the amount, is $0.25? Or does it mean that ther is still the 2% per payment and it is capped at $0.25?
