I live in the Philippines and sending out some funds to a friend's paypal account located in Vietnam. I have been going back and forth to proceeding with the transfer because we were computing and stuff. Now I can't make a payment at all. Can anyone help?
PS I have enough funds (paypal funds) and my account is verified.
