Unable to process credit card payment

Hi,

 

I have a shopify store, I am unable to process credit card payment, any credit card payment will be declined by paypal, it will then loop and ask another payment method. Error code 10486. There is nothing wrong with the card as I also test it myself, checkout on another shop just fine, just won't work on my store. My wife and my friend tried 5 cards in total they are all declined.

 

My steps:

- Call Paypal, 1st call they told me nothing is wrong, no solution

- Call Paypal again, they told me to create MTS report and they will assign a technician to look at my issue.

- Create paypal MTS fault report, no solution yet

- Create another account, getting the same result, declining card

- Create invoice and send to buyer's email, same result, declining card

 

There is still no solution. However it will accept payment made by Linked bank account only, but won't accept any card even though the card is linked to that bank account.

 

I believe there's something wrong with my Paypal settings or setup, I just don't know what. Please help.
