Unable to create a new button as a user

Hi,

Good day! As a user, I tried to create a paypal button from my employers account , when I try to save it I get the error "We're sorry, you don't have permission to complete this action. For more information, contact the person who controls your account permissions." What permissions do I need in order to create button?

Contact the person who ultimately handles the permissions of the PayPal account, the person who has full access to account features, and have them enable you the ability to create buttons on your particular user account.

Could you possibly list the steps to accomplish that?  Everything I've found (I am the admin) says to give the user the "Edit profile" permission but that is not even in the list of available permissions.
