Trying to understand why I paid a fee to receive money domestically (friends and family)

On a handful of occasions I've been charged a 3.7% fee to receive money from someone (US to US- not international). In all these cases I've asked the sender and they've confirmed that they chose "friends and family" and sent the payment from the PayPal site (which drew from their bank account). I tried to have PayPal look into it and was told I should take it up with the sender. ???
Anyone else encounter this? Thanks!

If you are selling and receiving payments then you are not allowed to use the friends / family option and doing so may lead to account suspension.
Also whilst buyers can't open paypal disputes as they have no buyer protection they can open an unauthorised dispute OR chargeback and you would lose as you would have no seller protection.
Advice is voluntary.
