Trying to add a business account

When I try to add a business account to my personal PayPal, it asks what type of business - so I click on business type - it then asks what email address I want to use - so I enter my email address - it asks me to login - so I enter my email and password - and it asks if I want to create a business account or change my personal account to business and I choose create - then it re-enters the loop of what type of business - and then the circle continues. How do I get this to move on to creating an account?
