Trouble with card swiping

I have the chip reader but over the weekend had a customer with a card with no chip.  The card was declined and then it asked me if I wanted to send a receipt to which I clicked no.  Calling paypal yesterday was told that an invoice had been sent to the person and that I must have asked to send the invoice.  I was NOT asked about an invoice -but a receipt- and besides I answered no.  The reason i got the chip reader was because I had problems before with cards being declined and then the customer being charged anyway.  The person I spoke with at paypal indicated that was a bank problem and not paypal but it happened with several cards with the old reader.  Anyway this was the first time I had to swipe using the chip reader and it declined and sent an invoice.  I don't know what to do about this.  Has this happened to anyone else??
