Subscription plans

I have been trying for 3 days to create plans with different accounts on this url:
https://www.paypal.com/billing/plans/

Getting always Something went wrong error. 

Does it work stopped working ? I had no problems 1 week ago.

Can you please provide more information on the error message you receive? Have you cleared the cache and cookies on the devices you use to access the PayPal account?

I have tried different browsers,accounts and even inkognito mode, but it didnt help.

But it started to work again a few hours later again.
