Setting up Micropayments

I'm having some trouble setting up micropayments on my business account. I tried contacting support over the phone and I was told that it couldn't be done over with a representative and that I should use the help center instead. When I go to the help center, they say I cannot do it online or via email and that I must call the number. Which one is it? Is there something I'm missing?
