Setting up Buisness Paypal as a charity

Hi!

I want to set up a paypal charity account, but I can't switch my buisness account to be a charity account without first verifyfing my buisness account.

I can't verify my buisness account because I don't have the information it wants. We don't have a benefitial director and we don't have buisness registration documents.

I've emailed for support three times but they keep telling me to provide the documents to continue.

How on earth have other charities managed to set up a paypal??
