Set up ship to address autofill

How do I set up autofill for ship to addresses of regular customers? Some of the addresses do autofill and some DO NOT. I am not quite sure why.

I have the same issue, when the address has a "verified" mark next to it, it will autofill. when paypal deems them unverified (maybe they don't have a confirmed paypal and used a credit card?) I have to fill in the address.
