Set up fee does not go through

We have quite alot of recurring payments that starts with a set up fee. 

Problem is that if the setup fee did not go through (say, a problem with the buyer account) PayPal does not notify on this event . 

If the recurring payment does not go through , we do get a "Payment skipped" notification which we have a lot of issues with, but I posted on that on a different post but for the setup fee we do not get any notification at all why is that - are we doing something wrong ?

 

Moreover, sometimes when I go into such payment and click on "Collect" it actually charge the customer but in most cases it just doesn't work. 

 

This force us to check EVERY new subscriber on his setup fee ! I just don't get it why do we not get notified on such event ?
