Restaurant owner - we can't get our money

We set up our websites to take payments for ToGo and Delivery orders. Our regular merchant processor had a heart attack and was out when we needed him. (He is ok now , thank goodness and working to connect us to our bank accounts directly form the website). My webmaker hooked us up to PayPal for payments in the meantime. That was March 20 and PayPal has been holding $4,000 of my money since then. I need this money for Payroll. I have tried to call, chat, email and everywhere I turn I am told Customer Service is closed because of the virus.

 

Does anyone have any idea how I can get my money from PayPal or should I assume I will never get it?

With any luck, we will be hooked up to our bank from the websites soon. We process $1000-$4000/day.
