Require verified paypal accounts to make purchase

is it possible to require a buyer's paypal account to be verified before they can purchase an item from me through paypal checkout? or make it so they have a secondary funding source (e.g. credit card) linked to their account before purchasing something from me?

Unfortunately what you have in mind is not an option.   You can require things like a confirmed address (meaning the shipping and billing address must be the same) or you can require a US billing address for all purchases made using PayPal.
